International Development - Director Of Finance & Compliance

Devex is currently assisting an international organization in its search for a Director of Finance & Compliance?.? Our client organization a leading Catholic charity based in the United States focused on distributing medicine and medical supplies, delivering healthcare services, and making healthcare accessible to all people worldwide with a special emphasis on women and children.? The organization has field offices in the US, Latin America and Caribbean region, more than 20 countries in Africa and also works in South and Southeast Asia, and select countries in Europe.

Travel:?Travel to the organization?s Washington, DC office and abroad may or will be required.

Job Summary:??The Director of Finance and Compliance is responsible for the design, execution, and control?of the organization?s financial operations.? This position ensures compliance with grants management and directs financial and information systems for international and headquarter offices. The director oversees the organization?s financial operations to ensure compliance with both external regulations and internal procedures.

?

Key Responsibilities:

?

  • Improve the financial operational systems, processes and policies in support of organizations vision ? specifically, support better management reporting, information flow and financial management business processes.
  • Manage and increase the effectiveness and efficiency of the organization?s financial systems through improvements to each function as well as coordination and communication between field and headquarters.
  • Oversee overall financial management, planning, systems and controls.
  • Management of agency budget in coordination with the CFO.
  • Manage organization cost proposals process including the development RFA and RFPs in conjunction with the Grants Acquisition Team.
  • Prepare and analyzes consolidated financial information from the global headquarters and offices in Latin America, Caribbean and Africa.
  • Oversee monthly and quarterly assessments and forecasts of organization?s financial performance against budget, financial and operational goals.
  • Oversee short and long-term financial and managerial reporting.
  • Manage grants and contracts, including compliance team, to ensure compliance with donor rules and regulations including USAID, CDC, HHS as well as OMB A-122 (2CFR 230), A-110 (2 CFR 215), and 45 CFR 74
  • Lead cross functional compliance team to ensure THE ORGANIZATION?S meets fiduciary responsibilities for all donor funding as well as internal standard operating procedures.
  • Liaise with outside agencies (CDC, US AID, partner organizations)?for development of and compliance of all operational activities funded by both government& private donors
  • Ensure that Accounting Department requests are resolved and communicated in a timely manner to internal and external parties.
  • Collaborate with financial officers at headquarters, regional and country offices to ensure effective internal control systems.
  • Develop, maintain and monitor accounting systems and procedures capturing all pledges, billings and receipts and for the recording of all revenue transactions, recommend and implement improvements to systems.
  • Support/advise finance staff in both NY and in field offices in all areas of accounting, including year-end audits, claims, reimbursement from grantors and compliance
  • Liaise with external auditors to ensure timely completion of annual audit, including A-133.

Required Qualifications:

?

  • Master?s degree in Accounting or Finance.
  • Minimum five (5) years direct supervisory experience.
  • General accounting practices and policies.
  • Application of appropriate federal and local laws and regulations (i.e., OMB or FAR).
  • At least five years experience as Controller or equivalent, preferably in a nonprofit organization with a budget of at least $10-20 million.
  • Experience in a senior financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.
  • Specific experience in financial management of federally and privately funded contracts and grants.
  • Extensive financial management experience, with at least five (5) years at a senior level, preferably working with CDC, USAID and other international donor agencies.?
  • Deep knowledge and understanding of the Office of Management and Budget Circular A133 audit.
  • Experience working with nonprofit accounting systems, Sage MIP preferable, to manage finance and accounting software packages.
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously.
  • Analyze issues and conceptualize solutions as well as an ability to establish, implement and communicate procedures and policies in a clear and concise manner are necessary.
  • Direct staff by providing coaching and mentoring in the areas of professional development and workflow improvements.
  • Develop, write, disseminate, and implement financial and accounting policies and procedures.
  • Demonstrated leadership ability, team management, and interpersonal skills.
  • Excellent written and oral communication skills.?Fluent/Proficient English?required?(written and spoken)
  • U.S. work authorization?required.
